Well, it's more than 400 LY away, could you give me another system closer to Sol ?
the problem with economic states like famine is
- it is easily countered and has a minimum duration of 3 days, so someone has to be there and recognize it during the last 3 days
- we can't search for them in the gal map (will change in 2.1)
the best you can do is: filter your galmap for systems with map data available. klick through all systems and search, whether one system is in famine... or wait for 2.1.

You can make a lot of cash selling food and medicines to the seeking goods freighters. They are also excellent locations if you want to rank up with charity missions. Of course he may not be greedy, just wants to roleplay a good samaritan.

Those freighters should be out buying food and the market prices should go up, mission contracts for food and medicine all over the board.
17 Draconis is experiencing a boom. The famine was a month or so back.
