Station Control Question

So, I am sitting in Bierce Station, Madngela, which has been taken over by the Empire, as the rest of the system has. However, all Imperial stations say "Hail the emperor, bask in his greatness" on the outside, while this one only says "Welcome". Does the Empire not repaint their new properties? :p I simply think this should be addressed.

Not all imperial stations have the salutation on the outside, some do only say welcome, mainly because painting the correct salutation is expensive, so it is prudent to ensure the system is completely loyal to the Emperor prior to adding any bunting.

What would happen if an Imperial station would turn, say, Federal? Would they remove the Imperial paint?
