It is, but the other post deviates into nonsense.
The answer is that these are used for orientation. Keep the green light on the right and you will be entering the station right side up as opposed to upside down... for easy location of the docking pad numbers.
Many pilots, myself included, use the green side to enter. This is not what they are for, but it is used that way often enough that it's worth following to limit your collision potential.

And yes, the reason the red flashes is for colorblindness.

Don't want to argue, but tell that green light side thingy to someone that flies a T9 or clipper. For those there is only one side, and thats the midMeaning, don't count on it.

As far as the green/red lights go, I just assumed that they represented port (left)* and starboard (right)* and you kept the port light to your left for correct orientation.
*as per nautical references to ships
