I prefer no shields T-9 if I'm building it for cargo and gank escape. Something similar to that got me through a meta-alloy CG years ago with no deaths, back when I cared about being in open and didn't have a Cutter yet. So far as topic, I almost always boost out of the slot, and if I'm lined up halfway decent I'll often boost into it as well, especially in something like a Cutter that can handle using the back of the station as a brake.

Ya, and it's probably been way longer than 2 years since I've flown that T9 in open, but I thought I was running around invincible with 4 PD then had someone FSD interrupt me. Never tried fast boot, that may have been enough that time.

If they didn't change it, the cooldown on reboot is definitely longer than the reboot takes, way longer imho. So theoretically you should eat one grom and then escape.
