How about this as an alternative mission type that wouldn’t have to take place on settlements.
When a station has been damaged, nearby systems could spawn “station heists” that require you to land in the damaged station and steal stuff.
Main threats might be environmental, but you might also attract the attention of station security.
Another option might be VIP rescue missions where rather than an assassination, the objective is to get in and rescue (or break out) targets.
