When will the mission board no longer take 5 minutes to pull up a mission list or turn one in?

I had a completed mission to hand in. After I chose a reward it gave me a mission fail instead.
Sometimes the board comes up right away, other times it sits there for 5+ minuts spinning a globe. Then other times it kicks you back a menu or two.
