No clue on stats, but I believe PP seems daunting to most commanders and that's not surprising considering there isn't much tutorial or explanation offered in game, then there are a lot of PPers that simply undermine for rating and cash (currently what I do because I have limited time so fortification etc is difficult), we're not real powerplayers, I look at what I do as supplemental to the real PP folks who focus on advancing our faction. After all, knocking other factions down the list is another way to move yours up the ranks.
To CMDR's in my proffesion it's just an extra un-necessary risk, plus no good "smuggler friendly" power.
Your faction is recorded as part of your Commander profile, so there's no reason that FD couldn't run a query to determine faction popularity. Like most data mining, it's probably limited to "free time". Unless there's some unpaid intern with nothing to do. Doesn't sound like it's something that we can see on our side, though, which is usually who breaks these things down.
