Just a simple idea - probably already suggested:
Some kind of "cloak" field generator thingy that masks your electronic/heat signature - for both ships and on foot, does not hide you visually at all just electronically
- Couldn't be operated with active shields
- While actively "cloaked" - kills dont get ascribed to you, but if seen by guards and forced to turn off cloak - fines automatically get applied
- If seen by a guard and noticed not to be on their radar - automatically fired on
- If scanned by guards ... cloak becomes useless
