The reason it's verifying is technical Steam stuff: the Live content was moved to the base game depot and the old Odyssey depot was emptied. So if you already had Live installed then it's downloading the updated base game depot, but since it noticed the files already exist it's verifying them to check that it doesn't have to download everything again.
...If it's taking that long you might want to invest in a faster storage medium though.

I just did the monday Steam update, mine took eight minutes to complete, with nothing being downloaded and just the file verification being done. I had both Odyssey and Legacy installed before.
