You will have to set them inside the steam client.

• Go to library and then go to games.
• Right click over Planet coaster alpha and select properties.
• After the properties dialog show up, click on the button that says command line args and then type -translation PirateTranslation.xml
• Click OK and you are done.

Your translation files must be saved under the translation folder as specified by BO in this thread.
