Steam Workshop - How do I make my creation public?

I have several creations I would like to upload to the Steam Workshop so that other people can subscribe to them. The problem is, it says my post is private and I can't find out how to make it public. I've already tried clicking on the "change visibility" button on the page, but it only lets me set it to private or hidden. I've also tried making my comment permissions, profile status, and inventory public but I still can't find out how to make my Workshop uploads public. How do I do that?
