You could always add bothLots of people are demanding cross-play in more and more games. Cross-play games need a central workshop and steam is only for PC players. The only way for everyone to access the same stuff is to have their own in-game workshop. Can't have one without the other.
i dont see a win-win here, having two workshops is like having two browser, of course i have chrome and mozilla installed, but i am only using one of those, so you try to divide things frontier at least tried to mend. The revision of the workshop (frontier) is on the roadmap, so maybe let's wait and see what will happen.You could always add both

All best content creators are on PC and i'm sure if they are proud of what they made they would choose to upload to both Steam Workshop as well as Frontier Workshop
The problem is that the people who play the game on the PC have no way to access the console workshop and like it was mentioned earlier the vast majority of content creators use the PC, so basically PC users are being penalized!
