So its been stuck on this mission for three weeks. ( Get the Beta Hydri permit) The mission shows on the bulletin board, under unavailable missions. No new rank progression missions come up.
Any way to move on?

I'm on the same situation, same BBoard mission showing forever after getting petty officer rank. Also I haven't been granted permits for the lower rank systems like SOL.
I'm opening a ticket ATM.

they made them show up at the next rank as well as some people missed them due to a bug, your next genuine rank progression mission should be separate and not related to the permit.
I apologise but I have no idea when faction promotion missions turn up, I always did empire missions in my trade route early on, then i'd get three or four "go do this for promotions" at the same time, so i suspect its triggered at a certain rep level.
