Hey folks!

Do I only get a bounty when I carry stolen goods when I am scanned near a Starport?
I expierenced that f.e. at Nav beacons, some NPC ships are scanning me (System security or some with names) and I dont get a bounty, even though i carry stolen goods.
Could someone explain, please? :)

I have been scanned by a NPC on my way to a system and fined, as well as fined by station for same goods.

Anarchy systems might not fine you.

Personally I boost to keep out of scanner ranges of NPC ships.

I once got fined by federal popos , after i was scanned near a NAV beacon , for carrying stolen goods , i also lost a lot of rep with the federaion for that . So it was the first and last time i let them do that.

You can be fined by any system security ship anywhere they scan you.

I've certainly been fined at both Nav points and within USSs when I've engaged wanted ships in the presence of Security, forgetting that I had black boxes etc on board from seek and return missions.

It's perfectly possible to be fined multiple times for the same items of stolen cargo.

Yeah I have been scanned and fined twice ! for the same box of hooky wine. I wouldn't mind but I didn't even know I had it (Like a doughnut) I think I may have picked it up after frying another ship who had attacked me but I really can't remember .... I think I'm getting old and losing it!

Fines for stolen/illegal cargo were suspended a while back due to a bug. They haven't been re-implemented yet, although they might be with 1.2. I don't recall reading about it in the patch notes though.
