Stolen items from Anarchy system ???

Last I checked Anarchy = no Law IE any thing goes, so how are items from odyssey POIs stolen?? bug or just another odyssey mechanic that makes no sense?

You stole them from the owner. You might not get a fine, but the dude is not going to like it if you stole his cat meme in front of him. Even in anarchy.

But then I was scanned with stolen item on me in anarchy, and wasn't detected, so who knows.

Xabaras taught me that if nobody sees you steal assets (not trade goods, afaik), then they are fair game.

Installations and POIs can be in area of effect of another faction that is not Anarchy...
Stations can be run and taken over by Other factions...
Sites and assets on planets can be lost to other factions they stop being Anarchy then...
Only Deep space is controlled by the controlling faction the controlling faction may not issue penalties but others do and can this includes marking items stolen..

System population = zero, government = none, location = 800 Ly from bubble, the dead SRV pilot saw nothing, so unless one of the dead Guardians aint so dead and saw me recover salvage this should not be stolen shouild it? Site was listed as a threat 2 distress beacon

Illegal salvage in lawless systems has always been a problem with this game.
