Im trying to switch out modules and I dont see any option to transfer modules I have from storage. I dont know why because Ive been at stations where ive done this before. What gives?

Ok i think I figured it out. Need to transfer from storage. I just forgot the storage icon was at the bottom
On some of these modules the transfer to ship portion is in red and above that says legal issues? what I cant transfer these modules? Why does this game have to be so freakin TEDIOUS?
