Strange Input Delay when using OBS

[CMDR Plexus Ironrot]

So I tried streaming and noticed that Elite Develops at half or little under half a second delay on input only on my controller not on Keyboard and mouse. Computers not working to hard maybe 80% with everything running. When i quit OBS the delay is gone....

I have been screwing with this for while....
How do I fix this...

How the heck does this affect Elite...

UPDATE: Only affects Elite..ALSO less in Fullscreen Mode worst in Boarderless....FML.. I guess this means I should not stream

I use OBS for Elite. What GPU do you have? I use NVENC for my Nvidia card. I do not suggest using your CPU for streaming unless said CPU is not also running the game.

Encoder: NVENC (new not recommended)
Set your resolution and do CBR.
Keyframe: 2

In Video, set your output and FPS.

I'm sure you know all of this, but just repeating the obvious.
