Strange Interdiction

Anyone else encountering absurd numbers of interdictions, or interdictions that make no sense? I just nearly died bounty hunting in Damoorai (160 Ly from the nearest federal system) because I got interdicted by not one, but three federal enforcers. Three. In a control system. For an imperial faction. 160 Ly from federal space. Do they have nothing better to do than warp across enemy territory to attack one bounty hunter? In total, I've been interdicted six times in the last hour, all by federal enforcers in this same system. They must be incredibly bored.

Any federals encountering Imperial Agents in weird locations in federal space, or is this just an empire thing?

If you really want to see a constant amount of interdictions try to join Delaine, fly in enemy space (almost the entire human bubble), and shot down any commander came in your interdiction range. The amount of NPC interdictions is hilariously high.
