Hardware & Technical strange issue unsure were to request support.

this is a new one on me so I have no idea on how to resolve or to find out what's the cause.
when I start EDH and I get low fps, if I check TM EDH is only using single core, instead of the 3 that are available. restarting EDH.exe fails to fix. a restart of the launcher, seems to rectify what ever the problem is.
due to failure of MB I have had to move back to and older setup.
MB = m5a99x evo r2.0
CPU = AMD Athlon II x3 445.
I usually use INTEL, so it could be AMD cpu specific. also that its running on a 3 core (aged cpu).
my other backup is AMD but running AMDfx 9370 8core and I never noticed this issue, though its been about 8mths since that's was setup. also in for repair :(
any idea what's happening here?

It's possible that Windows keeps CPU time open for critical tasks, or that the game just goes weird since yours doesn't even meet minimum requirements for Horizons.
