I don't know if anyone else has experienced this but jaguar mothers in my game (in sandbox mode) constantly bolt away from their cubs. If the enclosure is on the larger side this causes the cubs to be permanently trailing after them trying to catch up with no time to use enrichment, etc.
I made a cub only copy of the exact same enclosure to test things out and the cubs were using enrichment as soon as I put them in there.
