Strawman: Make Bounties Great Again!

I'm not a dev, I'm just a player who enjoys Bounty Hunting, and think just a few minor tweaks to the current system could make all the difference!

I invite you to read my ideas, and then tear as many holes in them as you can. I reserve the right to listen to your better idea, and then update this post as if I thought of it myself. I also reserve the right to ignore replies, especially the ones that are mean ;)

So:

  • Bounties are issued by the faction that is wronged. Kill an NPC ship or skimmer, get a bounty from the faction that owns it.
  • Bounties against members of the Pilots Federation are issued by the Pilots Federation. Kill a player, get a bounty from the Pilots Federation.
  • The value of bounties reflects the cost of the thing you do. Killing skimmers is way lower than a player corvette - that bounty will be greater than their rebuy.
  • The higher the value of bounty on your head, the more and better the rank of NPC bounty hunter archetypes (and hopefully players) that will come after you. I'm glad I found you first...
  • You must be in good standing with a faction to claim bounties from them. You can't be wanted by the Pilots Federation and still collect bounty money from them; ie. player-killers can't exploit the system and swap each other's bounties.

  • Bounties turn into fines should the period of the bounty elapse. So far, so normal.
  • If you recommit a crime against a faction, the fine becomes a bounty again, on top of your new bounty. Keeping your nose clean for a week, and then reoffending, restores the bounty.

  • Ship destruction, when the bounty is not claimed, does not remove the bounty. Suicide by self-destruct, station, cop, ground, etc. doesn't clear your name.
  • A bounty can be claimed by a bounty-hunter NPC archetype, or by a member of the Pilots Federation in good standing, by destroying up your ship. Bounty hunters rawk.
  • When a bounty against you is claimed, the value of the bounty is added to your rebuy amount. Someone's gotta pay, and it's not going to be my taxes!
  • A bounty claimed against you does not turn into a fine.

How can this be exploited?
