Powerplay Stronghold System Icons

Does anyone know what the difference in these two strongholds is?

An exploited system is a triangle. A fortified system is a triangle with a border around it.

But what does a stronghold with a border mean?

And does the little dot in the top-right corner mean anything? At first, I thought the dot might denote your faction's capitol, but I see the dot on systems that are not the capitol.
 
Stronghold icon with a border mean that this stronghold system have a PowerPlay fleet inside, those without the border don't.
Newly formed stronghold system cannot have a fleet if they are connected to another stronghold system which already have a fleet.

Newly formed Stronghold system which are not connected to another stronghold system won't always receive a fleet either, from what I see in the manual, only the stronghold system which have the most control point at the end of the cycle will receive a PowerPlay fleet.
