Newcomer / Intro Struggling to Understand Frame Shift Interdictors.

I can use the Interdictors most effectively, however, there doesnt seem to be any real consistency over when you can trigger them. For example the one i currently have fitted, sometimes i can trigger it, as i cut a corner and drop in behind another ship at 0.something LS, yet at other times i can watch that distance climb to several thousand LS as the target accelerates away and then it will let me trigger it at various ranges once below 1000 Ls again. Trying to make sense of when you can and cant trigger an interdict has almost had me tearing my hair out. What i believe so far is

IF target is accelerating away from you, no Interdiction, you seem to have to be moving faster than your target in order to be able to use an interdiction device. I have seen the same interdiction device struggle to operate within Mm distance of a target, or within several Ls of a target but yet also operate at over 6oo Ls
IF Target weighs less than you you wont be spinning when you manage to successfully Interdict it.
IF Target is heavier than you, you will likely take some damage and be spinning when you come out of supercruise.
What is the advantage of paying for a top model of Interdiction Device?

Also as its similar, Why bother using more than a basic Wake Scanner or Kill Warrant Scanner? They all take the same amount of time to run the scan. so what am i missing there?
