Stuck at 100% midshipman, no promotion missions available

I haven't been too frequently playing ED, so maybe I'm missing something. I was led to believe I'd find promotion missions at the nearest station's mission board after reaching 100% in my current rank, but the only thing i can find is a Luyten 347-14 System Permit Acquisition Opportunity that, for some reason, I can't accept.

edit: I also have no relevant mail in my chat window

edit2: I picked up a seemingly random chain mission and suddenly was ranked up to petty officer and given the sol permit. I guess that was the permit mission, so that fixes that, but I have no idea what to look for in the future since that seemed like a random mission when I grabbed it.

The mission names are different for rank missions. They're in with the chain missions. And they tell you the rank in the mission details.

It’s been a while since I did these but check your rep. I recall that even at 100% unless your rep is friendly or allied, no ranking missions will issue.
