Successful Covert missions should not give fines or bounties

Could we have bounties and fines on Covert missions tied to failure? You should not recieve bounties and fines upon successful completion of a Covert Op?

I mean, if you succeed... no alarms are raised and if anyone saw you they are not breathing anymore, why on earth, or any planet in your current system, does everyone know before you have even left the settlement?

Covert indeed...

Honestly I wouldn't mind seeing this for any mission, even non mission raid of a settlement. No alarms, no survivors, no bounty!
And before anyone says 'Cameras!', there are billions upon billions of people in the game galaxy, and 3 types of space suits... unless you are tagging your name with your laser gun on the front door a la Zorro, um no.

In fact, stealth kills shouldn't give bounties. A random guy takes a bullet coming from nowhere, how can anything/anyone prove you're the culprit ? That's the same thing about the ships anyway.

Another way around should be that using the Tazer mode of the power tool should NOT be lethal. NPC should be knocked down for a timer then wake up (and maybe raise the alarms). Other NPC coming across a KOed NPC can still react as now : found a "dead" person, hunt for the culprit.

Non-lethal stunning tool would be something.
