First of all, merit decay and salary should be gone completely. Replace it by merit shop, where you can trade merits for credits, materials or modules (don`t like engineers? For only 15.000 merits you can buy module with characteristic like decent G5 roll. Wanna absolutely best? Here we go, for only 75.000 merits you can have module that at whooping 1-2% better that perfect G5 engineer roll

In Powerplay contacts added on missions board with merits rewards. All Powers should have several mini community goals for key systems with merits rewards in each cycle.
And about become wanted when doing PP stuff. If your Power able co conquer system where you are wanted, all your bounty in such system should be cleared, or even become credits reward.
