SUGGEST: Wanted ships launching SLF (clean) prior to turning wanted

I believe I have finally located the angst of my bounty hunting. I keep getting wanted but not known by what ..until now.
IF you see the second red box appear as a wanted ship launches its SLF AND you fire quick enough, even though it is red you get a wanted bounty placed upon you for firing on a non-wanted ship (at least this is what it APPEARS to be doing?). As for why it is not immediately wanted when launching from a wanted ship (other than forcing another cycle of resolving?)... It may well be intentional (and I'm unaware of some exploit it fixes by doing so maybe?) but it seems illogical that I would have to re-resolve a SLF launching from a wanted ship I've already spent the seconds resolving?
Apologies if this has been brought up ad-nauseum or is a known bug.

PS. I bring this up now, in the advent of Crime & Punishment M&P that will prohibit making it easy to clear this sort of 'feature'. IF it is warranted to be undesirable game play and removed.

Clearly something is wrong with SLF in general and you are quite right to point it out. My experience is more of conflict zones than bounty hunting but often a SLF won't count as a mission target to a massacre mission till its been flying round for a while. Whether bounty or combat bond, SLF should carry the same signature of the parent vessel.
 
Yes, I feel it is likely having to do with the NPC SLF and how it is handled (as far as its assignment). I just figure it would be possible (and desirable) to set it as immediately wanted if the parent ship is already resolved as wanted. But I may not realize the extent/scope of what I'm suggesting, either. It may be too difficult or unwanted for reasons I do not know about. That is why I posted it as a suggestion rather than a bug. It may be intended or even an unwanted/irremovable side-effect of the normal mechanics.
