I understand how you feel, but quite honestly, if there's one bloody ship in this bloody game that dosen't need any kind of bloody buff - of any sort - it's this bloody anaconda.
As an exploration vessel, it has a massive jump range, great internal capacity, can accomodate every utility at once, boasts incredible firepower - for Thargoids, when they show up - and so on and so forth... Being a bit slow in SC is just a limitation all big ships have. As I own all of those, I can tell you the Cutter's turn rate in SC feels even worse.
The satisfaction of mobility, sharp turns and responsive controls is something I believe would better be left to smaller ships. Those have (kinda) lower firepower, lower defensibility, fewer utility slots etc...
