Suggestion - Colonization Dynamic range limit

Instead of 15ly, it can be anything up to 500ly, but the amount of commodities to build the initial port is increased proportionally.

Benefit: less biowaste spewing useless stations every 15 ly out into the black.

Possible reason in lore: The closer a new system is, the more the NPC's help haul resources there for the build (Note: this does not have to actually be implemented)

Example: Colonise a new star system 500ly from the current one, costs 33.3 times more stuff to build.
