So I know making a storage/hangar hold at every station for all players, etc. isn't nearly as easy as people who have no clue how to make a game thinks it is without bugs, flaws, or problems. But there is one way which this can be done to make it quick and easy mechanic to implement.
Similar to how Guild Wars 2 crafting works, you have a inventory system just for engineer crafting components/commodities, which you access only at Engineer bases. Engineers will hold the loot they use for you and take it out of your cargo hold and store it. So how it'll work..

Say you go to Felicity Farseer. You have your cargo hold full of 3 different commodities she needs, but you don't have other required materials. Upon landing, there will be a new option "Open Engineer Inventory" This will show you ALL the commoties, items, materials that engineers use to upgrade stuff, all of them will show 0 for now. Going to your ships hold, you can transfer the stuff you want to store. Say 3 Firmware, and 5 Selenium (or whatever its called). Going back into the Engineers INventory you'll see that that is now listed appropriately, and its no longer in your ship hold.
You can only access the materials you stored at the engineer. (You can't go to another engineer and magically get them), but its a way for you to store these goods and by passes many problems it makes, such as the limited small cargo for small fighters, not being able too change ships if you are holding alot of rare mission only rewards becaues the other ship doesn't have enough cargo holds, etc, and above all else, don' thave to risk 100's of interdictions for a week as you try to find those materials you need to finish the blueprints you want.
This inventory system should be pretty easy, and is a nice middle ground before a full base inventory system is made.
