Just a thought regarding a reasonable "stepping stone" on the route to a full C & P overhaul...
So I was in the beta, taking advantage of the situation by doing a variety of nefarious deeds-& racking up a number of bounties with a couple of factions. Of course, as per usual, my wanted status disappeared as soon as I left the immediate jurisdiction of said faction(s).
What was even more jarring though was that, in spite of my outstanding bounties, I was still able to interact with that faction as if nothing had happened. All their missions were open to me, & their mission giver even told me how much she'd been looking forward to working with me again! This simply doesn't sit right with me.
In my view, if you've earned a bounty with a faction, then their section of the mission board & passenger lounge should be locked off to you. The mission givers face-& message to you-should also change to reflect your current "illegal" status with them....something along the lines of "Sorry, but we don't do deals with criminals who wreck our property & destroy our ships. Be thankful we're not in control of this facility, or I'd impose a lock-down on your ship & have you taken into custody right now".
Which brings me to another point. Even if you're currently at Neutral or better with a faction, having a bounty from that faction should make it extremely difficult, if not impossible, to get landing permission at any asset that they control, particularly if they're able to scan you (hence making silent running even more essential). Likewise, if you're already inside one of their assets (say if you got killed & subsequently returned to a station they control), then getting permission to launch should also prove extremely difficult (they won't stop you launching, but they will delay your departure by several minutes).
Anyway, just a few ideas I had, hope they're useful....and can be implemented
