Suggestion for a Pilot's Federation Insurance Policy, Designed to Help Lighten the Load on PvP Related Insurance Claims

The intent of this suggestion is to reduce the crippling effect that repeated rebuys can have during PvP engagements, be they consensual or otherwise, in a lore friendly manner:

"The Pilot's Federation, after much consideration and deliberation, has elected to introduce a new insurance policy for CMDRs who experience loss-of-ship at the hands of another member of the Pilot's Federation. This new policy has been designed with the intent of reducing the financial strain that is currently being placed upon an innumerable amount of CMDRs who are suffering from unfortunate run-ins with rogue members of the Pilot's Federation, be these rogues either independent, or belonging to any of the several infamous organizations of extremist CMDRs, such as: The Smiling Dog Crew, Renegades, and Nomads to name some of the more prominent groups.

This policy will supplement the CMDR-in-question's credit account with funds from the Pilot's Federation upon loss-of-ship at the hands of another member of the Pilot's Federation. The amount of credits wired to the account of the assaulted will be determined by the Pilot's Federation Combat Rank that the CMDR holds, with less experienced CMDRs being given more generous premiums. Insurance payouts will cap at 98% of the cost of lost property for Harmless CMDRs, and will bottom out at 80% of cost for Elite CMDRs. Under this policy, an Elite CMDR flying a ship with an 8,000,000cr insurance deductible will only need to pay 1,600,000cr in order to have their insurance cover the remainder of their re-buy costs.

This new policy will come into effect alongside a new iteration of the Pilot's Federation Bounty, designed for CMDRs who take it upon themselves to destroy the ship of another member of the Pilot's Federation. A CMDR who destroys the ship of another CMDR, who has activated their Report Crimes Beacon, will have the insurance deductible of the ship they've destroyed (multiplied by the number of Combat Ranks above their victim that they hold) added to their own deductible, and will no longer be eligible for an insurance policy with the Pilot's Federation. This effect will be cumulative. Eligibility for insurance premiums will be restored upon paying the costs of their crimes.

In the event that conflict between CMDRs who all have disabled their Report Crimes Beacons results in the destruction of a CMDR's property, the Pilot's Federation will still offer these new insurance premiums for CMDRs who hold: the Combat Rank of Master, the Trade Rank of Broker, the Explorer Rank of Pathfinder, and/or the CQC Rank of Champion or any higher rank in any of the four officially regulated Pilot's Federation professions. This is an extension of good graces towards CMDRs who have dedicated a notable amount time and resources to the Pilot's Federation."
 
I like the notion in the second paragraph, think the third might have some merit but as it stands is too severe, and don't understand the last. :)
 
For the last paragraph, the idea is that CMDRs who have a certain rank or higher in any of the "professions" are eligible for the rebuy reduction in the event that they die during PvP where all parties have report crimes off. It's just to save PvPers who only want to fight each other some credits.
