I don't like it, because it undermines the idea of doing freely what you want. Like, what if you are on a long exploration trip tens of thousands of lightyears away from civilization? Are you supposed to stop immediately, turn around and madly dash for the event in order to arrive just in time to participate and get the special decal?
I think the payout simply needs to be higher, by a factor of 10. That would make them attractive without punishing anyone who cannot or does not want* to participate.
*For example someone who only does trading and exploration, no combat, might certainly be very not amused if a community goal that revolves solely around combat yields a unique decal, paint job, or whatever, and they suddenly would have to engage in a type of gameplay they do not enjoy at all.
