I've been thinking. The new megaships found, the Pandora and Vicotria's song, are relatively intact. Even the Zura is in good shape. How about CG goal where were we refurbish those ship for our (Elite community) use. It can bet sort of like Cannon and the Gnosis but it would be in the control of the Pilot Federation. All they need is docking pads and we have mobile outposts.
