Suggestion: have active community goals news be Pinned on the top of GALNET news.

I want to engage on more CGs, but I find looking at the forums/reddit confusing, counter intuitive and not convenient at all, so I suggest the above to fix this. A little special mark like power related news can also be a good way to help cmdrs distinguish it.
