I wanted to make a few suggestions to improve how crime and punishment is handled in the game dynamics which I think could be an improvement.
1) A station's mission board should only have officially sanctioned missions that should incur no criminal penalties by the controlling faction if the mission is within faction territory and serving faction interests. Illegal missions within faction territory should be regulated to the shady characters that hang out in stations offering such already. You do a faction sanctioned mission within faction territory you are operating within the law as long as you follow mission parameters, you take on an illegal mission from someone offering you big money if you don't mind breaking the law well you accept such associated risk. So the mission that requires you to assassinate some terrorist within faction territory but first you have to illegally "trespass" a base which incurs a fine and potentially a system wide bounty if you shoot at the sentries that are shooting you shouldn't happen as it's a sanctioned mission off the official mission board.
The grey area could be faction "supported" covert missions into a different faction territory where obviously if one gets caught committing an illegal act in another faction territory that faction can place a fine on the perpetrator and/or bounty. There also could be a parameter for a faction that gives a covert mission to a pilot that there could be negative repercussions for the pilot within the faction giving the mission, let's say reduced standing or a lack of jobs offered, if the mission is botched or otherwise done poorly. Idea being a covert missions if discovered could lead to a political fiasco, even war, so there is a degree of importance that the mission be done successfully, hence "covert mission."
2) If you incur a fine for bumping the side of the mail slot upon exiting, you graze another ship around the docking area, loitering, all of which incurs a fine, said fine should be payable at the same station as oppose to the current game mechanic of having to fly to a different faction territory and speaking to an Interstellar Factors agent, which makes no logical sense. One could be barred from entering the station or being within 7.5km of station, temporarily (let's say 15 minutes) and then allowed to enter the station to pay the fine.
3) Would be nice to have an option to arrest a wanted criminal and bring them or otherwise have them brought in to a station to be tried as oppose to all such missions being kill missions. So for an on foot missions perhaps a game dynamic to paralyze and tag a criminal for pickup by local law enforcement. In space perhaps a bonus for collecting an escape pod containing wanted criminal and bring said escape pod to the station. Such gameplay could also open the door for sub missions where for example a wanted criminal pleads that they are being framed and asks you to go on a mission to prove their innocence which may or may not be true. Now that I think about it there is the possibility of opening a new career path of Detective or Investigator in game.
