[SUGGESTION] In-game Lottery

A weekly lottery. It would be totally player driven. Lottery tickets could be 1,000CR each. Each ticket purchased would raise the total universal prize pool by 750CR. Your ticket would have 5 sets of randomized 2-digit numbers. Each simultaneous level of a match would provide bigger payouts, extracted from the total prize pool. Jackpots would occur when all 5 sets of 2-digit numbers match up with the Lottery picks. The lottery could take place live every Friday night. Winners would claim their CR at any port. Any week without a Jackpot winner would result in 75% of all pool money being added to next week's pool.

I think that could be pretty neat!

Usually reasons for Lottery is to take out cash - from a game where is to much in it over the years or RL to take it form your pocket.
Both is not the case here and I think there are many other things more important than feeding your illusion, that you will be the 0.000000000001% who wins in lotto ;)

probably instead of lottery, spaceship-racing and betting would work better. Racing as (parttime-)profession and betting would be more interesting compared to a pure lottery

I like this idea as a credit sink when inter-player commerce gets implemented, but prior to that we have no real reason to limit credits in circulation, so it makes little sense.

That lottery thing works well enough in Eve. However, there you have direct player-to-player money transfers.
How does OP plan to collect and do the pay-outs in ED ?

In real life we call the lottery the desperation tax. Not too sure it would work in game, or too be more fair it's pretty easy to make credits in game so is there a need?

Where would the extra 25% go?
I'd only buy a ticket if I knew the rest was going to a good cause.
Perhaps toward re-paving the space lanes?
Or a superannuation fund for forgotten powers?
