[Suggestion] Insulated alloys

As we all know (yes we do!) smuggling in ED is pretty risky with massive fines and reputation loss upon successful scans by system authority vessels. While there are already a few ways to minimize the risk of getting caught (only docking at outposts, using silent running, docking fast enough, etc.), I'm proposing yet another way of making smuggling more feasible as a career. How about a new type of bulkheads that delay (just delay, not stopping it altogether) hostile scanning and in that way improves the chance for a smuggler to slip away without being fined? As with other bulkheads this one should probably also have it's drawbacks like reduced resistance to damage. Maybe this equipment should also only be available for outfitting in the some of the more "shady" systems since it's only use would pretty much be to avoid scanning.

Thoughts on this?
 
Stealth alloys! I like it, especially the idea of them being available in shady systems (anarchy-low security?) 3/4 of the stock alloys' resistance, and double-1 1/2 the time to be scanned by authority and KWS scanners. Sensitive to heat too maybe?
 
That's a good idea. Personally I think players should be able to buy a scan disrupting system to delay any type of scanning: cargo or bounty scan.
The better the disrupting hardware, the more time player would buy.
