It would be nice to be able to use the scroll wheel to switch not only between weapons, but tools also. Having a gui element ( possibly a pop up on weapon select?) to remind the player what number keys correspond to what weapon or tools and what direction to scroll.
Some games way back in the quake III arena days had this functionality.
Additionally, allowing the player to set a custom tool/weapon order would be nice too. This could possibly be done in a similar way to how fire groups in ships work.
