Right now PVP is a free for all. Its like playing a Deathmatch in Unreal Tournament. Just pure utter chaos. No teamwork, no balance, dogs and cats living together, mass hysteria, nothing but "LOL, get gud" talk. That's not fun.
I have an idea that, in my humble opinion, could create a more dynamic and high fun factor to PVP while bringing more and more players into Open Play. This might be a robust undertaking but the end goal should outweigh the effort involved to accomplish this.
Step 1. Pledge to a Faction. Require players to pledge to one of the four Factions. I understand a lot of players would be against this but just hear me out. At the beginning of the game players will have a choice of Faction to pledge to. Federation, Empire, Alliance or Independent. After they pick the Faction then they are able to pick a Powerplay leader to follow if they so choose. They are not required to pick a leader but it is encouraged. Each Faction has a different starting area that are a few systems away from the Capital System of that Faction. OR there starting system can be the system that their Leader headquarters is. (Optional) If were starting this might as well add handcrafted missions for new players to get them started at each Faction.
Step 2. Rules of Engagement. Federation VS Empire VS Alliance. Independent will be strictly for PVE Players. Meaning if you side with Independent then the NPCs of other Factions will not be after you just because of your alignment. I have laid out 2 Options for this.
1. Players CANNOT shoot other players of the SAME Faction. The ships computer will say "Cannot Comply" if one tries to fire on another player of the same Faction. Players CAN shoot other Faction players on sight. In addition Players of the Independent Faction are strictly for PVE therefor Players of other Factions CANNOT fire on Independent Players and Independent Players CANNOT fire on other Faction players. This will allow PVE players to enjoy Open Play without a target on them.
2. Players CAN shoot other players of the SAME Faction but will go ROGUE and WILL have a hefty galaxy wide bounty on their head that OTHER players can cash in from the Faction they went rogue from. Players CAN shoot other Faction players on sight. Independent rules in Option 1 applies the same for Option 2.
I believe this will add a whole new dynamic to PVP. Players of the same Faction can work together now and have no fear of getting ganked near their Capital city. This will add less stress to new players and invite more and more to join in on Open. Of course the further out they go from their Capital bubbles the more dangerous it becomes.
Step 3. Faction locked Ships. Obviously this will be a big question, "What about ranking up both factions to buy the Cutter AND the Corvette?". Simple. Each Capital System has a representative of EACH Faction inside the station that you can talk to and get missions from. Think of it like an Embassy. The more missions you do for that Faction the more chance they will grant you Honorary Ranks, which will then allow you to purchase such ships from those Factions. However this will not change your status from players of other Factions, you will still be Kill On Sight from them.
Step 4. Grandfathered Players. The next big question will be "What about players already playing?". All players currently will be Grandfathered into the system. Meaning they will keep whatever rank they have acquired with each Faction and will be able to keep all ships they have bought from each Faction. However they must now choose a side. Allow a 7 day grace period, ONCE they log in, for each player to choose a side. If they do not choose a side during this time then Independent will be chosen for them after 7 days.
