Suggestion Regarding Atoning For Winging Clean Vessels

As bounty hunters, we all have probably groaned as we're chasing a wanted pilot and a security officer dares to intersect our field of fire. We've grumbled as we've flown to a nearby outpost to restore ourselves to the good graces of the Pilot's Federation. I suggest that there is a way to handle this issue to everyone's satisfaction using already built mechanics.

First, have the security force contact the Commander and offer a mission that, when resoonded to, will deduct our fine.
Second, leave a small timer on the offer (say, 30 seconds) during which the security forces won't engage. If the player does not respond to the offered mission or abandons it, then the police engage, and the mission enters the failed state.

This allows honest, law-abiding Commanders to stay in the area and continue fighting the good fight, while allowing those Commanders on the wrong side of the law a bit of defiant bravado as they ignore the olive branch offered to them.

I'd add that if the player fires on them again during the offer, it should of course be retracted, and if the player fires on them again before the security force has regained full shields (regardless of how long this takes due to other ships shooting) then another offer is not made and the player is treated as hostile etc.
