[Suggestion] - Security License Mechanic

I was thinking this would be a really fun mechanic: Security Licenses.

TLDR version: CMDRs can purchase a sec license at a certain CMDR or faction rank, which allows them to do security missions and earn increased bounties.

Long version: Security licenses would be an awesome way for players to have fun on the "right side" of the law. Originally I was thinking you would need one to be able to hand in bounties, however an increased bounty for the faction you are working for would be a good compromise.

Licenses would be obtained from each major faction for a certain cost, and would include:

- Increased bounty rewards in faction space
- Rewards for detecting and reporting illicit cargo.
- Security missions including:
- Patrol supercruise. You would visit a series of waypoints, with a bonus for criminals killed/scanned
- Patrol station. This would include scanning a number of ships, with bonuses for any illegal cargo detected
- Patrol RES, with the same mechanics as the supercruise mission


A cool reward tied in to the License mechanic could be the security vessel paintjob (the blue and red paint you see security vessels sporting)

It would tie in nicely with the upcoming mission overhaul in 1.3. Maybe there is even something similar already planned! Keen to hear peoples thoughts :)

I like the idea, however i think it would work as something akin to a draft. In other words when the security of an system needs to be bolstered very quickly and only temporarily. Such as when a faction is put into lockdown. you buy a temporary License that allows you to work in that system only until the security is returned to normal. I only say this because it seems to be a very "safe" job, especially if you patrol the front of a station. At the same time though your also forcing yourself to scan potential hostile targets before engaging them so i suppose in the long run the risk is based on what you decide your going to scan. Also i feel there should be very high penalties for any "illegal" activities (illegal salvage, assault, murder, etc ) you may perform whist on the security force. The least of which is a fine and /or revoking the license, and perhaps a long term ban from the faction security force. All in all though i like the idea and would love to see it added to the list.
 
I too support the idea as a mission type thing rather than a faction permit type thing. I also really like the idea of getting a paint job for it.

However, I feel that bounty hunters currently own the early game and this does not fix that.
