I've read many threads on the forum from pilots frustrated and confused by the access is denied response from controllers when sending docking requests. My suggestion is simple and based on real world pilot experience that was common place as far back as the 20th century. We are living in the 34th century after all. Tell the pilot why their request was denied. To improve the experience do so with the ship's computer voice as well. Here are some examples of possible respones:
- The pattern is full, go around
- We lack landing pads for a ship your size
- All pads are in use
- Recycling the landing pad now
- You are not yet within range
- You lack sufficient clearance to use this facility
