Suggestion to improve Anarchy systems to make them more...Anarchic

It wouldn't be more fun. It would be the opposite. Like I said, turning off no fire zones on some or all anarchistic stations would be a much better way to get what you want. Your idea would result in the following:

1) Long, boring cruises to the station every time you go there. Most of the time no one will attack you regardless, because space is big and empty.
2) You will be able see ships approaching from a long way away and can easily avoid them if you don't think you can beat them.
3) Most people will simply avoid such stations because there is no upside to it when adding on so much extra travel time.

1) There is only one station, all incoming ships will be heading to one point so the area becomes smaller the closer you get, pirates would be on the lookout - 50km is not long, if you find supercruise journeys boring, then yes you might find travelling 50km boring too.
2) great, those ships that you see can see you as well, now the fun begins, a game of cat and mouse.
3) depends what the upside is, a newly aqquired quantity of rare goods might attract players, npc's dont need a reason as we know.

Turning off the no fire zone wont change much, as it will still be mostly empty space with no danger.
 
I like the idea. though If my experience of the current Beta1.1 is anything to go by, they've upped the interdiction rates and decreased the number of truly useless (no shields) pirates.
I don't see that it's that much of a problem for impatient people as the OP is only suggesting it applies to anarchies which can generally be avoided unless you are looking for certain illegal goods
One of the most exciting experiences I had in the main Beta was being interdicted by three pirates just outside the 20km dropout zone. I was in a Hauler so fighting wasn't an option and it was before the station defences were implemented, running that last 20km was memorable.
It might be a reason to use silent running a one of the ways to get in. You either have to sneak past the patrols, fight your way in or just try and outrun them.
 
It could be controlled by your timing to jump out of supercruise. If you jump at the last second before overshooting, you'll get close to station and be relatively safe. On the other hand you could jump at the first possible opportunity and get far from the station, with lots of gunning to do before you get to dock.
 
Ships would be going to that station specifically, some for the trade opportunity, some for the pirating, some for the bounties.

The Web device would attract ships - that is the idea, there will be more ships than you see normally.

There has to be an incentive to get more ships into the area, otherwise it would be empty like it is at the moment and how it would be with your suggestion.

doesn't sound like anarchy to me. anarchy just means that there is no ruling entity/no rules at all.

what you describe is more like a crime sector.
