You may not have that elusive material or commodity in order to get a roll for that thermal-shock cannon or whatever Engineer modification takes your fancy.
You may not have it.
But a faction probably do.
And they should, with the thousands - perhaps millions - of members within that faction.
So, my suggestion is: Use Faction Favours in order to get whatever material or commodity you're after.
Faction Favours are already going to be used in the next update, in order to allow you to select what specific modification to want when you get lucky with an Engineer who rolls the dice in your favour - at the cost of reputation with that faction.
So, why not extend that idea?
Lets assume for now (only FD know for sure) that you get 3 favours when Allied with a faction, 2 when Friendly and 1 when Cordial. What if you could use a favour in exchange for 1 quantity of the material or commodity you need?
If you need 1 set of Modified Consumer Firmware, and you're allied - you could cash in one of your 3 faction favours to obtain it. Your rep would take a hit but you'd still have 2 favours left.
That way, you could do missions for your faction, and raise your rep with them, in order to get more favours which you use to get what you want. That, to me, sounds like an improvement on the current system which requires sheer pot-luck and the will of the RNG-Gods. It also saves FD from working on Engineer missions (just use the ones already there!) and gives the player more chance to play the game their way and blaze their own trail and all that stuff.
