Suggestions for Adding More Variety to Systems

It would be great if you were to add a selection of pirate and outlaw lords to certain anarchic systems in a fashion similar to the Engineers your are adding to the game. Perhaps you could have, say, thirty different pirate lords scatted throughout the bubble who offer missions, items, and rewards with special benefits. I think this would add a bit of flavor to lawless systems as currently we really don't see much variation between those systems and those with more traditional governments.
