I saw many people asking what the resolution size is of a billboard. I don't know exactly how much pixels it supports, but I know the best resolution for non-stuttering videos!
Here they are:

- 1280x720
- 24 fps (frames by second)
Also I saw many people asking how they could convert mp4 or AVI files to .webm. Here are some instructions:
1. Edit your video to the given resolution. ( see text above )
2. Go to this website: http://video.online-convert.com/convert-to-webm
3. Upload your video
4. Don't change anything.
5. Wait until it is finished.
