So... What is so great about summerland that it requires a permit?

Also FD... Can we get dirty missions if you break the law enough like assassinate this wedding barge, or disrupt the Wake?

Like most permit systems around the bubble, it's just locked for lore reasons and there's no real reason to want to go there aside from roleplay. Summerland in particular is locked thanks to being headquarters for a large PMC called Darkwater (SUBTLE REAL WORLD REFERENCE).

I got it the other night and was also wondering what was so special about it.
