Engineers Super Pen or Feedback cascade??

Just wondering? What is the best special effect to put on a rail gun/ imperial hammer? Plasma Slug is just too useless. which leaves Super Penetrator or Feedback cascade. My cutter is fitted with 2 Railguns that are to be replaced in 2 weeks with Ihammers. when I upgrade them I am hoping for the best performance available. I could do both but I need some clarification on;

Super Pen- Positives vs negetives, yes it can wipe out everything in trajectory but is the reload time too long?

F Cascade- While it is good against PvP or large ships, There was some catch about reduced damaged or something? can anyone clarify on that?

Feedback cascade on one for sure. It does do less damage, but the effect it has on a ship that's popping SCBs is worth it. I'm not so sure about super penetrator, though I have one of each on my FAS.

FC has a 20% damage penalty. It's useful in PVP (though requires a good degree of skill, the window to score a 'hit' with FC is only 5 seconds by default).

For PVE, I would go for Super Penetrator as NPC shields are typically quite weak, especially vs. engineered weapons.
 
Even in PvE I found feedback cascade more than useful, especially against SCB spawning Elite NPCs. One class 2 rail gun or even better two class 1 rail guns with FC are fine. If possible I combine two class 2 with one FC and SP each and don't look back.
 
There is no either or in this context, just a matter what you want to use the rails for. Want to short-circuit duracell builds ? Feedback Cascade is the answer. Are you bringing down shields fast enough anyway but want to get quick module kills instead of burning through lots of hull ? Super Penetrator for that. Although the latter can also be decently achieved with High Yield cannons.
 
FC is pretty good as loads of pve ships run SCB's. Super P's are just like hit reg cannons when in a turn fight. However they excel when your prey trys to run away.
I find the reload times on the super pen isn't anything to worry about, I hardly noticed it when I first got them.

Roll with efficient so you can keep the hammers going, they are pretty hot. Long range ain't too bad either.
