I think it's both too easy to maintain uber positive relations with superpowers and at the same time illogical to do so. I mean how can a pilot be high ranked at the same time in the Empire and the Federation? Finally, its easier to get allied with a minor than to get hostile. Fighting in conflict zones against a faction should inflict severe hits in your rep with the opposing faction. I also find it a bit off that I can pirate with impunity in anarchy systems. I mean yeah, I shouldn't get a bounty from the owner of the system. But I wreck havoc to a corporate minor's haulers shouldn't they post a bounty on my head?
So, my ideas:
1) When you gain rep with a superpower you should lose some with everyone else. I couldn't specify the amounts but the feeling should be that you can't be allied with all of them and should you want to be friends with all you must tread carefully and balance the missions you take.
2) If you complete a ranking up mission for one superpower then the other will disbar you, or even declare you a fugitive (like in PP). To remove the state you ought to take a "redemption" mission from you former superpower. After that you could regain your old rank with another mission (but you would be fugitive to the your new superpower) etc
3) Alliance needs ranks too. Imperial are feudal ranks, Fed are military, Alliance could be political-like.
4) We could have sudden superpower wars erupting now and then. Imagine opening up Galnet and seeing that Feds and Alliance are in hostilities. So if you have ranks in one of those powers then you would be hostile when travelling through systems of the other (like in PP)
5) We need one more superpower. I thing they are parallels of the powers in the caribbean during the age of sails, Alliance->Netherlands, Empire->France, Federation-> England. So I think we need a "Spain".
